The population of people with disabilities in Israel is about 1.6 million citizens with disabilities at various levels, for whom surfing the internet sites can be difficult or impossible. In October 2013, new accessibility regulations came into force, stipulating that any new site created must comply with WCAG 2.0 international standard. Existing sites must be accessible as of October 2017.
A site that does not comply with regulations will be subject to a civil claim up to NIS 50,000 without proof of damage and administrative fines of the Commissioner of Equal Rights Commission, which can reach up to NIS 150,000.
